Individual Empowerment is a nonprofit organization that provides career advice and resume-writing services to unemployed individuals living in poverty within the city limits of River-Town. Last year, it served over 5,000 clients. Results indicate that 84% of individuals who use the services of Individual Empowerment obtain employment within 2 months of their initial contact with the organization.
River-Town is a city with over 400,000 residents. It was founded as a city in 1819. During the past twenty years, it has experienced fiscal stress due to a variety of textile manufacturers leaving the city. However, recently the city has been able to reinvent itself as a hub of medical services thanks to continued expansion of the River-Town Hospital & Retirement Center.
River-Town can be divided into eight distinct neighborhoods (listed A-H in Table 1). Socioeconomic data for each neighborhood is listed below.
