The group has agreed the following definition of the term: "Any entrepreneur anywhere can draw on savings accumulated anywhere and on technologies and managerial skills located anywhere to make a productive unit anywhere, employing local labour, and selling its products anywhere to everyone" (Paul Kennedy and Peter Day: BBC transcript)
But someone points out that its interpretation is not quite the same and illustrates this with a quote from the EU website in relation to labour which offers the following:
"The free movement of workers is a fundamental right guaranteed by the Treaty on the Functioning of the European Union (EU). Therefore, EU citizens are entitled to look for a job in another EU country; work there without needing a work permit; reside there for that purpose; stay there even after employment has finished and enjoy equal treatment with nationals in access to employment, working conditions and all other social and tax advantages."
