my opinion, the ideal of Mission Mystique can work for public, private, and nonprofit sectors. Goodsell explains mission mystique as a template of general guidance on how organizations should operate. Referencing this concept as "general" implies that it could be implemented in all three sectors. Any organizations' belief system should include purpose, passion, and sustainability. Polarization and changes in leadership within the public sector acts as a hindrance to achieving mission mystique due to mission multiplicity. Goodsell describes being able to apply this concept to the public sector if a central purpose is identified. For example, with the public sector of education, the success of charter schools could be attributed to having more autonomy over their operations including implementing policies, teacher salaries, class size, and curriculum. With the many factors involved in a school's operation, the focus, or central mission, remains quality education. Due to societal needs that are sometimes urgent, Goodsell states "policy problems bother people differently" and "agencies operate in an environment of political conflict
