n 12 points g (Question) A description of a transfer program administered by the state of Missouri is described below. Using this information about program eligibility, answer the following questions: (a) Does this program involve cash transfers, in-kind transfers, or both? Explain. [3 points] (b) Do the eligibility conditions include categorical criteria, means-testing criteria, or both? Explain. [3 points] (c) There are 115 counties in Missouri. Suppose a reform was made to the eligibility criteria where the income limits were adjusted based on the cost of living within a county. In other words, suppose residents from counties with a high cost of living had higher income limits. Would this reform make income limits more similar to the official poverty level? Or would it cause the income limits to deviate away from the official poverty level? Explain. [6 points] What is Temporary Assistance? Temporary Assistance (TA) is a cash benefit for low-income families to help cover costs for the household's children, such as clothing, utilities and other services. Once you are approved for TA, you must participate in employment and training services through the Missouri Work Assistance (MWA) Program. This program will help you move away from needing cash benefits through TA by setting goals and helping you get the skills you need to find a job to support your family. Who is eligible? You may be eligible for help if you are the parent or guardian of a child under age 18 (unless the child is in high school and expected to graduate before age 19) and you: Live in Missouri Do not own resources worth more than $1,000 (except your home and one vehicle) Do not make more than the current income limit Have (or agree to apply for) a Social Security Number for all members of your household Answer questions about illegal drug use and agree to take a drug test if required NOTE: If any member of your household was convicted after August 22, 1996 of a felony or any crime related to illegal possession, use, or distribution of a controlled substance, or is a fleeing felon and is in violation of a condition of their probation or parole, they will not be able to get TA benefits for themselves
