n your opinion, is the current set up of direction and control and collaboration really the best approach for emergency management? I know you are saying "how dare you say that"... but again it feels like all the marbles are put in the pot of response and getting ready and nothing about mitigation.

Why do we not have the same rigor for meetings and all the items you mentioned for mitigation activities?
