Ex 1. Republicans and the U.S. Congress It is November 2020, and the Republicans have just taken control of the Congress. Mr. I and Ms. II have just been elected as new Republican members of House. They are definitely not Tea-Partiers and desperately want to be on the Transportation Committee which distributes a lot of money (sometimes called "pork"). There is, however, only one seat left on the committee. The Speaker makes committee assignments, and each of the new members decides that the best way to get the seat is to have a private meeting with the Speaker and offer to do a certain number of favors for him in return for the seat. Assume that the Member who offers to do the largest number of favors will be given the seat. In the event that both Representatives offer to do the same number of favors, the Speaker will award the seat to I, who is from the Speaker's home state. (This is a quid pro quo, so a Representative will not do any favors if he or she does not get the seat.) The problem for each Representative is to decide how many favors to offer. The choices are 0, 1, 2, 3, 4 and 5. But each Representative values having the seat as equivalent to having to do four favors. Assume that the Representatives rank the possible outcomes as: Outcome: Winning the seat for 0 favors= 4 Winning the seat for 1 favor=3 Winning the seat for 2 favors=2 Winning the seat for 3 favors= 1 Winning the seat for 4 favors=0 .
