New Zealand is currently having a national referendum in December regarding the use of cannabis.

New Zealand may tax cannabis if they do decide to legalize it, or keep it ban. (It is currently banned as of right now, and illegal.)

Explain the equity issues (Who is suffering as a result of the present situation?) for the tax policy, and ban. Put them in separate paragraphs so I can tell the difference, thank you :)
