NO VEHICLES IN THE PARK - Hypothetical Law in Real World Application

Anytown is a medium-sized, diverse city in the United States. The government of Anytown has just created a new law. The new law reads in its entirety, "No vehicles may be taken into the city's parks." The city government has not said anything about its reasons for creating the law, or how the law should be enforced. Violation of the law is a misdemeanor crime.

The law, as written, is not very clear. It doesn't define what a vehicle is, or what it means to "take" a vehicle into a public park. Based on what we have read and discussed so far this semester, discuss what role each of the following groups might play in defining the practical meaning and application of this law:

(a) local law enforcement officers;

(b) prosecutors;

(c) judges;

(d) activists and members of the public.
