Norway has restructured its sentencing and corrections system to emphasize rehabilitation while still protecting the public. Articles in the Guardian and on BBC News claim recidivism has been reduced by 20%, far lower rates than in Canada, USA and UK. Hypothetically, a prison reform coalition lead by the Canadian Civil Liberties Association and the BC Civil Liberties Association has demanded that the Minister of Public Safety introduce legislation to implement the Norwegian system in Canada within two years.
