The Court has received the Report and Recommendation issued by the Magistrate on July concerning motions for summary judgment filed by each of the defendants in this case. Plaintiffs and certain defendants have filed written objections to the Report and Recommendation. Under Rule b of the Federal Rules of Civil Procedure, the Court must make a de novo determination of all matters to which the parties object.
