Officer Breskin saw the Robert engaged in what appeared to be a drug transaction. Officer Breskin yelled at Robert to "stop" and that he was "under arrest," however upon seeing and hearing Officer Breskin, Robert immediately ran away. Officer Breskin chased Robert continually yelling after him to "stop" and that he was "under arrest." At this point Officer Breskin's encounter with Robert:
