Ollie Owner is a multi-billionaire who is currently vying for a bid for a high political office. He is a high powered businessman with many different businesses. He travels the country, spending obscene amounts of money in an attempt to try and buy his way into high office. During his political campaign he contracts with many different firms in order to help him build his political machine. One of them is Victor Vender, a political "fixer." Known in some circles as a menace to society, Victor will stop at nothing to help get his politician elected. Victor is also a raging alcoholic and gambler. While Ollie is putting up a new skyscraper, named Wayne Enterprises, Ollie contracts with Optimus Prime General Contracting (Optimus). Optimus is an Affiliate of Victor. Optimus subcontracts with several subcontractors to do various jobs in the building of Wayne Enterprises. Each subcontract has a flow up provision and a paid when paid provision. Every subcontractor must have a performance bond. One of the subcontractors has a vendor bring material to the jobsite and the work is completed. Optimus gets paid for the work.
