On 010100 Sgt. McEachen #38 and I were working in a marked patrol vehicle and in full uniform, patrolling in the area of Main and First. This area is known for numerous narcotic activities. Such activities include sales, use, and trafficking. There has beennumerous complaints by community members.At approximately 18:39 hrs when Sgt. McEachen and I passed by the intersection ofMain and First we saw a large group of unidentified subject standing on the southwest corner. Sgt. McEachen circled the block and stopped our vehicle. We saw a black malelater identified as (B1) Boyd, quickly walk into the bar at the same corner. Sgt.McEachen told me this appear to be suspicious because through his training andexperience in narcotics he know's that typically people involved with narcotic will hide themselves in an open establishment to conceal their activities from the police. Sgt.McEachen exited our vehicle to talk to the suspect. As we entered the bar, the bartender said to Boyd "Why do you come Inside every time when you see the police?"the she continued and said "I don't want you in here." Sgt. McEachen and I then asked the subject to leave the bar. As soon as he was outside of the bar he said "Do you want to search me I don't want to get shot at." I conducted a pat down search for weapons. I asked him if he was a prior arrested history. He told me he had been arrested before. He gave us the name John Doe with 01/01/00. I ran a computer check which revealed that Doe had no arrested record which contradicted what he told us.
Believing that Boyd had given us a false name, FTO Smith #202 and Ofc Jone #1234 transported the subject to Co. Jail to confirm his identity. As soon as he arrived at Co.Jail he told FTO Sgt. McEachen his real name is Boyd. I ran a computer check whichrevealed that Boyd is a sex registrant and had failed to comply with the annual sexregistration update [California Penal Code Section 290(b)] which is a violation of PenalCode 290.018(b). Sgt. McEachen contacted DOJ Command Center, Ms. Smythe told usBoyd out of compliance with sex registration since 01/01/00.I booked Boyd with the above violation with the approval of Sgt. McEachen. I filled out a field contact form and entered the information into CAD.
