On December the 23rd two police officers from Touchstone Police went to a local pub, intending to apprehend Archie, who was a local drug-dealer, as they had enough information on him to make an arrest. They entered the pub at 2pm and they could see there was a children's party happening. PC Brown and PC Green decided to approach Archie, even though they knew he was violent and likely to resist his arrest. As the officers approached Archie, he pulled out a gun. Marco, the birthday boy who was 9 on that day, screamed when he saw the gun. Archie discharged his gun injuring Marco as he shot him in the right leg. After the commotion, Archie ran out of the pub and escaped the officers.
On the same day, Alba phoned Touchstone Police because she was worried about her son Manuel, who had been suffering with depression for years and had just phoned her while she was in France. Alba told the police that Manuel had stated that he was having really dark thoughts. Manuel had tried to commit suicide earlier that year and Alba was really worried because she was abroad and could not reach her son. The Touchstone Police answered the call and assured Alba a car would be sent to Manuel's address and they would check on her son immediately and report back to her in no more than an hour if there was an issue. Unfortunately, the police took seven hours to arrive at Manuel's flat and by then he had already committed suicide.
Marco's parents and Alba now seek your advice upon whether they may bring any claims in negligence against Touchstone Police.
