On June 4, 1995, Steve Hanson was arrested by the Springfield Police Department for possession of cannabis. Following his arrest, Hanson told the officers that he was deaf. He was taken to the county jail along with other arrestees. While at the jail, he was not advised of the amount of his bail, nor was he allowed, in a reasonable time, access to an interpreter, to a text telephone device (TDD), or to a TDD directory. It was not until several hours later that he was allowed to make telephone contact, at which time he was denied the private or confidential use of an accessible telephone. He was eventually released on bail, approximately thirteen hours after his arrest and nine hours after the release of the other persons transported and processed along with him. Hanson subsequently sued, in part, claiming a violation of his rights protected by the Americans with Disabilities Act (ADA). How do you think the court ruled? Explain the court's rationale.
