One expert has indicated that a requirement must specify "what the system should do without specifying how". When, if ever, is it permissible to perform some initial analysis in order to, say, justify the cost of a project or a potential subset of the requirements? If so, when in the project life cycle and to what level of design? What project roles would be involved in that work?
