-appeal of decision to pay costs of medical supplies directly to third party

according to ODSP BENEFITS OF ONTARIO , if the director decides to pay directly to the medical supplier instead of the person who applied for odsp , what can the director argue that the decision to pay directly to medical vendor and not to the appelant , does it violates the dignity of the appelant and what defence can the director of odsp make in his defence or what he can argue in his defence to the appeal .
