How would you make a model of the issue? In other words, how can you use variables to describe the total sum of the private costs and benefits and the public costs and benefits. Be sure to explain what each variable you use stands for. Also explain the structure - why are some things positive and others negative, why do you multiple or divide things (if you do)?

Use your model to analyze at least 2 different solutions to your issue. Clearly explain the possible solutions and show how application of the economic model is different between the 2.
