Weigh the societal need of knowing those that are convicted of crimes deserve a punishment that fits their crime vs the need for rehabilitation and the ability of the justice system to rehabilitate offenders outside of an institution. Does the societal expectation that an individual spend time in jail for a serious offense outweigh the need for rehabilitation and the ability of the correctional system to choose alternatives to confinement?
