The newly constructed Iceberg Recreational Complex in Gould's, NL has been in operation for just under two years now, having had two successful seasons with their anchor tenant - The Gould's Rulers - of the NL Senior Hockey League. The venue hosts 40 games per year with approximately 1200-1500 spectators, a daily skating program and fitness center and two canteens. The facility was designed by a local engineering firm and built by local contractors, and has seemingly been operating smoothly ever since. However, under the surface they are an organization in disarray.
Despite the large crowds and financially successful couple of years, "The Berg" as it is known has some fundamental flaws in its day-to-day operations. The maintenance department is run by a single person who oversees four maintenance staff, an engineer who operates the boilers, compressors, and various pumps required to heat the building and keep the ice frozen, and three maintenance staff who clean, maintain and repair the diverse areas of the building. This lone employee - the Maintenance Manager - has no system for maintaining records, invoices or other pertinent information that could expedite the excess time associated with accessing the information she requires. Specific part numbers must be found in paper copies of manuals for everything from pumps, to audience seating to the glass used on the ice surface. Elementary information such as paint colors required for touch ups of rooms all the way up to the inspection records for the forklift, fire alarm or ammonia detection system must be found manually in countless banker boxes of paper files.
Recently, an OH&S inspector showed up for a surprise inspection and was angered to find that their elevator inspection records and forklift inspection records were expired for over two months. A couple of months later the boiler inspector from Service NL almost shut the building down due to their insufficient ammonia leak testing, and had they not been lucky enough to get a contractor on site the same day to complete it they would have been shut down on the first day of the playoffs, losing significant revenue. Having been fortunate enough to escape these potential problems, at last weeks game a chair in the stands broke and a spectator fell to the floor breaking her arm, because of this their insurance company is looking for records of repairs on that seat. The maintenance manager knows that one of the maintenance staff did repairs on some faulty chairs in that area a few months back, but cannot say for sure if that chair was repaired or even when.
