Parliament passes the Development of Housing Act 2018 (fictitious) to deal with the severe housing shortage in local socially deprived areas. The Act gives the Minister, Mary Pippins, powers to remove planning restrictions covering localities that are considered to be suitable for development. Mary is also required to consult with representatives of all interested parties before making any regulations. She decides not to develop certain areas and chooses not to consult representatives of all interested parties in making this decision. She was of the view that there was no point developing an area where only marginalized inhabitants reside as there would be no room for further development and progress. As such, it would be a waste of resources. George Franklin, who bought land in one of those areas in the hope that he would one day be given planning permission to build houses is upset with the decision. He contacts Mary's personal assistant to make an appointment to air his views and to appeal the decision, but is told that the decision is final without the right to a hearing
