States have tried various things to inhibit drunk driving. Some states have tried to cut down on drunk driving within their borders by \"getting tough\" with drunk drivers. One way to do this is to suspend their driver's license and impose heavy fines, as well as jail and prison sentences, on those convicted of drunk driving. Other states have tried a \"moral appeal\" by mounting public relations campaigns that proclaim the harm and injury produced by drunk driving. You want to detemtine the effectiveness of these strategies. You calculate the rate of drunk driving per 1000,000 residents for each of the 50 states, and classify each state into one of three categories: a \"get tough\" state, a \"moral appe \" state, or a "contro \" state.
