R-D Corp. was rated acceptable in all categories and received the contract award. WG Co. submitted a lower cost proposal but was only rated marginally acceptable on past performance. WG Co. protested. Pending resolution of the protest, the contracting agency discovered that R-D should have been downgraded on past performance because, in the agency's view, it was delinquent in making deliveries under seven of nine prior contracts, and these delays were inexcusable.
