people most of the time view the consultant as someone to fix the problembut sometimes the problem can not be fixed. It just needs to be manageable. Also, management may drop the ball sometimes and cover it up then corporate may wanta consultantto come in and fix it when the problemis most of the time the management team letting things go and then its noticed.
