Your goal in a proposal is to persuade a reviewer that you know the "big picture" of the problem you are proposing to address, that you are aware of other organizations (potential partners or competitors) that are working to address the problem, and that your organization is uniquely qualified to tackle the problem (or part of the problem). - Your writing must be strong, straightforward, and convincing. Do not editorialize in this essay.
