PETER SMITH HAS TWO LEGAL PROBLEMS:

1. He applied to the Liquor Licensing board of Ontario for a liquor licence. he received the following letter form the LLBO:

"Dear Mr. Smith.

We regret to advise you that based upon some information which we have received, we have to reject your application for a liquor licence. This information reveals that you are not a person of good character.

John Adams

Chairman

Advise Peter what if anything he can do.

2. The Minister of the Environment has implemented environmental regulations as a result of which a new tax of 20% has been imposed on all business owners. The Minister purported to make the new regulations under section 20 of the Environment Act which reads as follows:

"The Minister may make regulations imposing a tax on all persons engaging in the following types of business activity:

Paper manufacturing

Plastic manufacturing

Energy generation."

Peter operates a book store.

Advise Peter whether he has any legal recourse with respect to the new regulations.
