Planning, Programming, Budget and Execution (PPBE) is the process that aligns strategy to resource that does not happen in FD Phase 4. Explain how PPBE encompasses the entire FM  model, and how all aspects of PPBE are executed simultaneously at any given time. Ensure to address how PPBE is affected by and affects the other two DoD primary decision support processes.
