Employees of executive branch agencies, such as departments of health, are not elected to their positions. Individuals in leadership positions are often political appointees while lower level employees are hired through a typical hiring process. Because they are not elected, there are very few ways for the public to formally hold agency employees accountable for their actions, yet these same individuals have the power to create new law through regulations, the power to implement the law, and in some cases, the power to adjudicate the law.
