Morally, a driver must immediately stop whenever there is an accident, even if the driver leaving the scene was not at fault or there was no damage or injury. However its not mandatory. Nonetheless morally most states require this. "Under common law, he has the duty to provide help with reasonable care in emergency situations. Conceivably, if one stops and renders aid, injured persons could sue the person providing assistance if that person failed to exercise reasonable care and thus aggravated the injuries. Such lawsuits are rare and recovery rarer, but they create the anomaly that ethical behavior creates a legal peril that unethical behavior does not". A term associated with this is the good Samaritan statute is a statute that protects volunteers from liability for ordinary negligence while aiding persons in need.

To answer the question, no, drivers are not required to pull over in accidents. The laws vary by state, but generally, they are not required . There are good Samaritan laws in place that protect the people from being sued for helping. In California for example, any emergency aid administered without an expectation of pay or compensation cannot be held liable. You might be wondering why would people file lawsuits against the people that saved them. Well, it's not as cut as dry as saving someone. For example, if someone was saved from drowning and had to be given cpr, and if their ribs were broken from the process of administering it, they might try to sue for damages. The good Samaritan law was put in place to prevent stuff like that from happening to anyone. Despite the law being put in place, people are now a bit hesitant to help strangers because of how it used to be in the past. Sometimes not helping and leaving it to the professionals is the best course of action, rather than pretending to know what you're doing. Either way, as citizens you have to exercise discretion and make your own judgement in situations, should the need arise, and make your own decisions on whether to help or not. Again, to restate, the laws really do not require you to do anything like pulling over and helping, that is entirely your call to make.
