Oregon started looking for ways to share the responsibilities for the roads. So far, they have developed something called the OReGO, which everyone pays 1.7 cents per mile they drive. This way, everyone can equally share the responsibilities of the road upkeep. Whether it be keeping the streets clean and maintained or building new, more efficient routes, this program helps share the duties of each driver on the road fairly. This program was initiated because cars are becoming more fuel efficient, and taxing the gas is not fair for the people who do not have hybrid or electric vehicles. Taxing gas can be explained by the BENEFITS PRINCIPLE because the taxes collected are then used for road maintenance (Mankiw, 2021). This becomes unfair because people with more money can afford hybrid cars, and people in poverty have to pay high taxes on gas because they cannot buy electric vehicles. With the same principle, people justify that individuals with more money should pay more taxes than people in poverty. This brings us to the ABILITY TO PAY PRINCIPLE, which states that taxes should be imposed on a person according to how well they can handle it (Mankiw, 2021). It only seems fair that people who make more can afford to pay more taxes, and those who do not make a lot should have to pay less.

If toll roads are owned privately, then it is up to the owner to keep the street clean. This could get very expensive, especially if different owners possess every road. When the government owns the road, it becomes their responsibility to keep the streets free of pollution and up to standards, like safe for all drivers. With toll roads, people are sometimes willing to pay for the tolls so there can be less traffic, getting you from point A to point B faster and more efficiently.
