The United States, as it began its long and successful growth in the early 19th century, consciously promoted domestic production through such activities as tariffs, and many direct subsidies to railroads, canal companies, farmers (free land) etc. This is a blatant example of large scale and extensive import-substitution industrialization (ISI) as having been very successful. Yet, the issue of ISI policy as it relates to a country's attempt to encourage and/or develop the (absent) foundations of production in the economy or sub-sector(s) of the economy continues to remain debatable.
