Whats wrong in the below maps? Please help

The first map below is the result of the 2012 Presidential election. The second map is the map of New York state with lung cancer cases 1993-1997. Each dot represents 10 cases. For those who are not familiar with the US geography, the New York city is around the bottom of New York state (with lots of dots).
