Unit 3 Discussion board is a discussion about legalization of cannabis for medical and/or recreational purposes.

  1. What will happen to existing supply avenues? Legalizing cannabis is most parts of the world has generated billions of dollars in tax revenues for the states. With the legalization of cannabis drug relate crimes such as smuggling has decrease.
  2. Will legalization significantly change demand? If yes, how? If not, why not? Yes. With the legalization of Cannabis, the demand will change because users will be subjected to more strands and the more potent will cost more. In addition, the agriculture it will take to produce the cannabis will be costly.
  3. Would one expect cannabis prices to change significantly? If yes, how? If not, why not? Yes. Cannabis has never been so popular, or so cheap. Yet just over half of American adults have never even tried it, providing lots of room for future growth as that percentage shrinks. If it takes more money to manufactured Cannabis or incremental weather impacts the growth prices can rise.
  4. What would be the costs and benefits to governments, both in changes in enforcement requirements and in potential tax revenue? Be sure to provide examples from states that have experienced changes in revenue as a result of legalizing. cannabis for either medical use or recreational use. The cost and benefits of legalizing marijuana are to increase tax revenues and create job opportunities. As of 2022, sixteen states taxed recreational cannabis purchases at the retail level. These tax rates range from 6.35% of total sales in Connecticut to 37% of total sales in Washington state. These costs are generally passed onto consumers in the form of higher prices. However, only Arizona has a specific cannabis excise tax, which is 16%. Although legalization is decreasing crime rates you still see incidents where crimes are happening related to stealing plants and supplies.

Since Cannabis is already legal in my state (Michigan), I will assume that the legalization will be on a federal level. It should be noted that I spent just over 2 years working for a dispensary at a management level position.

A. Right now, transporting cannabis for retail use is extremely rigorous. Vehicles are tracked (GPS), products are tracked (down to the individual item) using special identification "tags" that are entered into a state database each time it is moved or sold, with intense verification processes along the way. After federal legalization, supply avenues would be significantly increased and transportation would become easier.

B. If there were a federal legalization, it is my opinion that within time cannabis will compete alcohol in terms of revenue. There would be a large spike in demand for cannabis. This make cannabis available to many people who hadn't had access before. The amount of consumers would also increase exponentially as it became more accessible as well.

C. Recreational cannabis in Michigan came around in 2018 and since then prices have gone down dramatically. In some cases by 50% or more. I can attest to this. If there was a national market, the price would have to go down due to the increase in supply. If, by chance, there isn't a boom in retailers from legalization because of state laws, the states that allow retailers may see an increase in price.

D. I like this question. Michigan is a great example of what proper legislation can due for local economies and communities. According the Michigan Department of Treasury (2022) more than $111 billion was collected on the 10% excise tax. In total $172 billion was collected for Marihuana Regulation Fund. This money was dispersed amongst local schools, each municipality received more than $56,400 per licensed dispensary, and money was sent to Michigan Transportation Fund. (Treasury, 2022)

These numbers are from 2021 only. Not since legalization.
