The Republic of Monte Carlo will be implementing, for the first time, a unified citizen identification card. This new national ID system generates citizen IDs that automatically enroll its citizens in the governments social security system, taxation, national elections, health services, and development fund. Citizens ages 16 or older were given six months to register to any local census offices where an online police record verification system is being used and a web-based national databank system is updated for this new ID system. Procedures are as follows:

1. Registration - the applicant visits any local census office for registration

a. The applicant fills up the citizen data form and submits it to the census officer with his/her original birth certificate and police clearance as attachments;

b. The applicant is required to present his/her latest passport and/or employment ID and/or school ID to the census officer.

c. The applicant is also required to surrender his/her security ID and revenue ID.

d. Certificate of deficiency issued by the National Records Office will be required in case any of the ID requirements are not possible for presentation and submission.

2. Verification the census officer checks online the authenticity of the police clearance submitted to their office in the online police record verification system using the clearance code printed in the police clearance. The clearance code is part of the police record databank. The national records system will also be used by the census officer to check the validity of the certificate of deficiency using the certificate bar code as the key for verification. The bar code is maintained in the record deficiency databank. Verified valid documents lead to records management processes. Fake or invalid documents lead to the holding of application for citizen ID indefinitely and the applicant will be notified on this matter.

3. Records Management citizen records will be updated by the census officer using the web-based national databank system. This also includes the following processes;

a. Automatic generation of the citizen code for national ID by the web-based national databank system

b. Encoding of citizen information as declared in the citizen data form.

c. Picture taking and capturing of finger biometrics and an electronic signature will be executed as it will be appended in the national databank;

d. Birth certificate, police clearance, passport info page, latest employment, and school ID will be scanned and will also be saved in the national databank.

e. The Citizen ID will be printed. f. ID code sticker will also be printed and will be affixed at the back of the birth certificate.

4. Issuance - the applicant will be advised to pay the processing fee in the cashier that uses an embedded payment module in the national databank system and return to the census officer for the issuance of the citizen ID. Upon the presentation of the payment receipt, the ID will be issued by the census officer to the applicant. The coded birth certificate, passport, employment, and school IDs will also be returned to the applicant. Security and revenue IDs are subject to shredding and disposal
