While Al Qaida most frequently targets the military, private citizens, and government entities, with only 4 attacks on maritime Portsmouth Port could make a good unsuspecting target for an attack. Al Qaida's most frequent types of attacks are bombings and explosions followed by armed assault and the most frequently used types of weapons are explosives and firearms (National Consortium for the Study of Terrorism and Responses to Terrorism, n.d). The low security at Portsmouth port and it being a designated foreign trade zone could make this port an easy target for terrorists. If a terrorist managed to hack into the port's systems and moved containers around like what was seen at the port in Antwerp, they could easily bring a nuclear weapon into a U.S. port. Especially since about 96% of the incoming containers are not being inspected..

 

 While there is controlled access as to who gets into the port, containers have been used for decades for the transportation of weapons, drugs, and people. The use of containers poses a challenge to the Department of Homeland Security as nearly 6 million containers arrive at U.S. seaports each year. Containerized cargo shipments are also not as regulated, are less standardized, and are less secure (United States, 2003). All of this would make it all too easy for a terrorist or a weapon of mass destruction to get access into the port. 

 

In rating the current vulnerability level of Portsmouth Harbor the Man-Made (Terrorist) Vulnerability Assessment Rating comes out to be a 9. The existence of Portsmouth harbor is regionally known as it is a critical port in the New England region between Maine and New Hampshire. The Portsmouth naval shipyard is also located in the same vicinity as well as seven industrial terminal facilities, and this area is also designated as a foreign trade zone (ASCE, 2017). This gave the Port a 4 for level of visibility
