State A and State B have concluded a bilateral treaty, in which each State agrees to facilitate the entry of nationals of the other State, meaning that they will no longer be under the same entry requirements as nationals of other states.

However, State A has so far failed to pass domestic legislation that would adapt its legislation to the text of the treaty.

A. Has State A violated International Law? What would determine whether such a violation has taken place or not - what possible scenarios are there in terms of how international treaties become part of municipal law? Please explain your response in detail.

B) Would your answer change if we were talking about the failure of State A to implement a multilateral human rights treaty into its domestic law? Explain why this would be different, or why it would not.
