After so doing, compare and contrast the interpretation given to the concept of "implied powers of the UN "by the majority of judges of the ICJ with that proposed by the dissenting judge in this case, Judge Hackworth. Which interpretation seems to be more appropriate? What limitations on the exercise of implied powers by IGOs, if any, have been accepted under international law?
