Abstract
The United States and its allies entered Afghanistan after the 9/11 attacks under the pretext of suppressing and destroying the al-Qaeda terrorist group and its supporters (the Taliban). They invested billions of dollars to achieve their goals and for the first time, since the transitional government, they set up an interim elected government in Afghanistan. In addition, they implemented dozens of public utility projects that had no precedent in the history of Afghanistan.However, they failed to suppress and eliminate the country's armed opposition and dozens of other terrorist groups, and in a way facilitated the growth of these groups.
When Barack Obama was elected as the US president, American policy changed, and he emphasized on withdrawal of his forces. "The longest war in American history is coming to a responsible end," Obama said in his speech.In December 2014, the International Security Assistance Force (ISAF) combat mission was transformed into a Resolute Support Mission after 13 years, with most of the NATO presence focused on training and advising Afghan forces. However, in 2014, a security agreement was signed between the two countries. But the United States did not comply with the agreement. After Donald Trump became the US president, whispers of peace and the withdrawal of US troops became more prevalent. The US government signed an agreement with the Taliban without considering the Afghan government. The main content of the agreement was the withdrawal of US troops on May 1. 2021. But when Joe Biden came to power, the withdrawal of US troops was extended to 11th September of 2021.
The main issue is what the consequences of this withdrawal will be for the Afghan political system and regional politics. Is Afghanistan ready to accept such a responsibility and can it survive with the withdrawal of international forces or not?
The consequence of a semi-political system unknown. However, we know that the political, social, cultural, and economic conditions of Afghanistan are not ready for such a situation. Meanwhile, the Taliban, as opponents of the government and dozens of other terrorist groups, including ISIS, are at a high level of threat to the government.
Along with the withdrawal of international forces and economic instability, political problems include the Taliban's desire to change the political system and the fragmentation of political leaders by the government.In addition to the internal turmoil, the situation of countries involved in Afghan politics, especially Iran and Pakistan as key players, has complicated the situation. But the main concern is that after 20 years of presence of foreign forces, the semi-democratic government can save the achievements of the last 20 years or face the bitter experience of the collapse of the 1992 political system.
Meanwhile, what challenges will the political system face after the withdrawal of American forces? It is in a state of ambiguity and this political system can be democratic or it can lead to the civil wars of the nineties and the division of Afghanistan into a local government.
Although Afghanistan was able to hold its first presidential election with the help of the United States and its allies, we do not care about its quality here, because, in the last hundred years, governments have never been based on popular consent and peaceful transfer of power.
The entry of the United States and its allies created good conditions for the development of Afghanistan and a lot of money was spent in our country.
Here are four things I want to address:
1)After Barack Obama achieved power, the US policy towards their military presence changed. the US President announced the reduction and withdrawal of Afghan troops to face several major problems: first, terrorist groups, especially the Taliban and ISIS, increased their power; Second, that political and economic insecurity and instability led to brain drain, emigration and capital flight from Afghanistan.
2)Afghanistan as a strategic point in Asia, especially among the great powers, has always suffered, and in the region, due to opposition among Pakistan and India, Iran, and the United States, it faces serious problems.
3)The lack of political consensus and economic dependence on foreign aid and the rent-seeking nature of Afghanistan's economy have been major problems in the last 20 years.
Although Nowadays, there is hope for the Doha peace process and the recent Turkish summit, the current situation in Afghanistan has killed, both externally and domestically, hundreds of young people in the security and military forces and the armed opposition which causes the biggest problems in Afghanistan in the midterm. Because the victims are married or have a family with at least three children. Among them, women and children are the most vulnerable. Due to underdevelopment and rent economy they society will face a serious problem and a very uncertain future if the foreign aid of the government and society is withdrawn and cut off.
4)The fourth issue is the consequences of what happens after the withdrawal of troops: It will be very unclear.
Dozens of terrorist groups will be strengthened alongside the Taliban and ISIS if the peace process between the government and the Taliban fails. This is a great punishment for the next generation, especially for the achievements of nearly two decades, with the martyr of tens of thousands of Afghan security forces, the aged between 18 and 30, and the sacrifices of thousands of foreign troops who have come to our aid. It will be a great loss for the future of the world, especially Afghanistan.
I believe that with the hasty withdrawal of foreign forces, all gains will be wasted, and this will be an irreparable thing to the world, the countries of the region and involved in Afghan politics, because it has experienced this stage with the irresponsible withdrawal of former Soviet forces which led to civil wars, killed and displaced hundreds of thousands of people.
Finally, I will end my speech with a conclusion that whatever happens to Afghanistan after the withdrawal of American and allied forces, all countries will suffer.
