Since many Hong Kong infrastructure projects have experienced signicant cost overruns in recent years, the public is worried that the same mistakes will be repeated. The authorities must learn the lessons and keep project costs under control. Still, they should not go so far as to give up the long-term planning of infrastructural development because of that potential risk. Hong Kong needs to develop sustainably. For the sake of weighing up the pros and cons of the articial island proposal, the only way is to launch a feasibility study so as to facilitate an in- depth discussion in society. The idea of sustainable development emphasises that environmental protection and development are not mutually exclusive. At the beginning of this century, the Netherlands implemented the Maasvlakte 2 development plan with the support of the European Union. About 2,000 hectares of land was reclaimed for the expansion of the port of Rotterdam while a series of ecology and conservation programmes were also conducted correspondingly at the same time. Sticking blindly to the ideological perspective and entangling oneself in the either-or debate of land reclamation versus environmental protection will never offer us a way out. According to the government's estimates, Lantau Tomorrow Vision will cost about 624 billion dollars. That includes the building of articial islands around Kau Yi Chau to create 1,000 hectares of land, which will cost 140 billion dollars for reclamation and 116 billion dollars for infrastructure, bringing the subtotal to 256 billion dollars. In the same vision plan, there will also be reclamation near the coasts of Sunny Bay and Lung Kwu Tan as well as development along the coastal area of Tuen Mun, altogether carrying a price tag of 95 billion dollars for land reclamation and the construction of infrastructure. Another 273 billion dollars will be spent on the building of a transport network including the rail and road corridor from Kau Yi Chau to Hong Kong Island, the Western Coastal Rail Link and the road link from Kau Yi Chau to Lantau, which will take precedence over other infrastructures. The government says if the entire project bill is paid over a span of 10 to 15 years, it will average out to around 40 to 50 billion dollars annually, which is affordable even by way of funding for public works projects. Moreover, in view of the potential revenue from the land on the articial island, the government can even consider issuing bonds to nance the project. All in all, the message is "Lantau Tomorrow Vision will not empty the coffers of the treasury". By comparison, the cost estimates given by the government this time are at least backed by more substantial evidence. For example, the calculation of land reclamation cost is based on the costs of public works in September last year. The authorities also proposed taking the current reclamation method at Tung Chung as a reference and using mechanical sand, which is cheaper, as well as local inert construction waste to ll the sea so as to overcome the shortage of marine sand.
