According to Prenkert, et al., consideration is, "legal value, bargained for and given in exchange for an act or a promise." There are two ways that an act or a promise can have legal value which are if a promisee exchanges something for the promisor's promise that they were not previously legally required to do, the act or promise would hold legal value and if in exchange for the promisor's promise, the promisee agrees to do or not do something that they have a legal right to do, that also holds legal value (Prenkert et al., 2021).

Promissory estoppel is a doctrine created to protect those who reasonably rely on the promises of others by enforcing the promises when necessary to avoid injustice to the promisee, even if one or more elements would normally result that an enforceable agreement is absent (Prenkert et al., 2021).

A job offer that was recanted by the company is not enforceable. The person receiving the job offer is not exchanging anything at the time of the offer. Quitting a current job and moving to a new state due to reliance on the promise of a new job though would be applicable for the promissory estoppel. The person moving to another state is acting upon and relying upon the promise of a new job.
