I would consider government bonds to be a safe haven asset. They generally carry a lower risk than investing and stocks with little risk at losing your original investment. Typically, this is is the case in the event of a recession like we experienced in 2008, however the NBER did note they noticed a varying trend after COVID-19 that could potentially change how safe the government bonds are in the future.
