INVESTIGATION- Preliminary:

In a Domestic Terrorism Matter, a Preliminary Investigation involves a review of an allegation indicating the existence of federal criminal activity or a threat to national security (or to protect against such activity or threat) .

Three (3) items are allowed to be conducted prior to a full investigation where criminal charges are mandated:

Obtain public information about a Subject

Physical surveillance can be conducted to prove or disprove certain facts

Federal grand jury subpoenas may be necessary to disseminate to the proper parties

RULE: a Preliminary Investigation must be closed within six months but may be extended for an additional six months
