He believes the framework should record all the data. To be more specific, the staff ought to be able to use the system to say that Jane picked up the device at the pickup time (date and time). Jane's signed signature will also be recorded by the system as evidence. David, an employee, would use the AMS to submit a loaner request if he requires a loaner for the broken device he is using.
