Define a function called `describe_events_on_date()`. This function will expect 2 arguments:

#1) a date in time (as a `Date` type), and

#2) a vector of Date values (like your `events dates` vector as 'Dates')

The function will return a string with the format: "There were N events on DATE."

# where N is the number of events, and DATE is the date provided.
