Police departments are the domes-tic repressive apparatus of the state and are designed to prevent social rebellions that threaten the status quo in relations of power. Historically, the order maintenance activities of police have largely regulated the activities of particular “problem populations” (Shelden & Vasiliev, 2018). Moreover, they have played this role throughout U.S. history.
