Policy analysis emerged to understand better the policymaking process and supply policy decision-makers with reliable policy-relevant knowledge about pressing economic and social problems (Fisher et al., 2007). Policy decisions combine sophisticated technical knowledge with complex social and political realities, but defining public policy has confronted various issues. Some scholars have understood the policy to be whatever governments choose to do or not to do. Others have spelled out definitions that focus on the specific characteristics of public policy (Fisher et al., 2007). However, as noted by scholars, policy analysis and policy outcomes are infused with sticky problems of politics and social values, requiring the field to open itself to various methods and issues (Fisher et al., 2007)
