The Act prohibits the use of social media for expressing anything that resembles harassment, bullying, excessive teasing, and the making of any threatening statements about any person or identifiable group.

Joe wrote a satirical essay and posted it on his Facebook account. In the essay, he jokingly stated that all redheaded people should be kicked on "Kick a Ginger Day." He went on to say that "all redheads should be kicked as many times as possible and no redhead should be spared!"

The RCMP found out about Joe's post and he was fined $5,000 under the Act and told to remove his satirical essay from his Facebook account. Joe has come to you for legal advice. Advise Joe about whether the Act is a valid law.
