Preface: The Avengers are a team of fictional superheroes consisting of Iron Man, Captain America, War Machine, Black Widow, Hawkeye, Scarlet Witch and the Winter Soldier among others, whom in various instances helped keep mankind safe from existential threats. Despite their general unity of purpose, the events in a period known as the "Civil War" between the Avengers themselves resulted in an internal conflict so large that it split the group in half and threatened their very existence. The following case is an adapted, slightly alternate narrative based on this story arc. Your report should be written based only on facts within this case. The Civil War - An Alternate Narrative Several members of the Avengers have come together to review recent footage of a prior mission where well-intended objectives were achieved but accidental actions, most notably by Scarlet Witch, caused many collateral civilian deaths. General Thaddeus Ross, the US Secretary of State, visits the Avengers and tells them that some people look up to them as heroes, but others think they're vigilantes. He tells the team that there is destruction wherever they go - despite their good intentions and presents a document called the Sokovia Accords which states that the Avengers will operate under a panel's supervision, only acting when the panel decides it's necessary. The team spends hours debating whether to agree to the Accords, during which Iron Man shows them all a picture of a boy who was killed in the country of Sokovia where the Avengers' work had resulted in the destruction of villains but also much of the country. Captain America acknowledges the grim reality but asks what will happen if there's somewhere they need to go or intervention they morally need to pursue, but the panel won't allow them for political or administrative reasons. Iron Man replies that although such oversight may seem hindering, such are the norms of governance - moreover, if they don't agree to this now, demands of the Accords would almost certainly be forced on them later. Hawkeye chimes his support for Captain America's view, saying that he stands on the side that would "simply get the job done", while War Machine as a military veteran warns against the dangers of impulsive operation. Knowing that they've reached a stalemate, Captain America leaves in dismay. In a high-profile United Nations Conference that follows, a bomb rips through a vicinity where a critically important politician is speaking and kills him along with many others. The resulting series of events point Captain America to realise that the culprit was likely a villain named Helmut Zemo, who had brainwashed an otherwise innocent Winter Soldier into conducting the bombing and has many other such cognitively controlled superhumans yet to be unleashed to the potential destruction of mankind. Unwilling to wait for political authorization to apprehend Zemo and clear the Winter Soldier's name, Captain America, Hawkeye, and the Scarlet Witch proceed to rendezvous with a friendly but unstable Winter Soldier and rush into action fearing the apocalyptic consequences of waiting, whilst Iron Man gathers War Machine and Black Widow to stop Captain America's group from unauthorized action based on the principles of the Sokovia Accords. The two factions clash physically at an airport with Captain America's group eventually being captured and held custody. Soon after, Iron Man discovers evidence that the Winter Soldier was indeed framed by Zemo and reactively tries his best to reconcile his inner differences with Captain America. He reminisces the deep friendship that they once had not so long ago, then secretly and reluctantly releases Captain America and the Winter Soldier on his own accord. Black Widow, understanding the fragility of the temporary re-alliance, joins them with mental preparation to function as a mediator-on-demand, as the group travels to a remote location in search of Zemo. Although fraught with tension and distrust, the group thereafter works together to successfully bring down Zemo and end his risk posed to civilization. Despite this victory, the scars of the entire ordeal run deep in each of the Avengers. Without much fanfare, they part ways soon after, seeking each their own visions of destiny and purpose.
