  1. (IDENTIFICATION) list of 8 risks related to vehicle accidents, you do not need to provide research. A risk must have a cost associated with it and a probability, if either of these are zero in value there is no risk.Try to choose a variety of high and low risks. When brainstorming no idea is necessarily a bad one. A "dumb" risk could be a bird gets injured or killed. What would be the cost/probability of that? Hint: VERY LOW/VERY LOW (unless it was a bald eagle). (lol)
  2. (EVALUATION) Evaluate each of the risks for both probability and cost. take a best guess, you don't need to do research on this. use a qualitative scale of: very low, low, medium, high, and very high for both cost and probability. Once completed list, sort them in order from highest to lowest risk, to aid in this you should consider creating a risk matrix
  3. (ALLOCATION) Now that you have a list of risks from high to low, you should decide on who (NHTSA, vehicle driver, roadway owner (e.g. Caltrans), roadway engineer/designer, roadway builder, pedestrians, etc.) is best able to handle each identified risk.
  4. (MITIGATION) You are now ready to provide a brief recommendation to NHTSA for mitigating some of their identified risks, choose any 3 that you like.For example, if one of the risks is a car hitting and killing a bald eagle (or other endangered species) your mitigation may be to do nothing and accept the risk. But you need to identify WHY. In this case, with the probability being very low and the cost being low, it is a very low risk. That coupled with the reality of no feasible means being available to mitigate this risk in a meaningful way lead to this mitigation recommendation.
