State ofcials dismissed the data when it was reported, but local Flint ofcials issued their rst lead advisory the next day and Governor Snyder pledged to take action a few days later. On October 2. 2015, Michigan Department of Health and Human Services retracted their dismissal of the blood samples and conrmed the results. Additional testing at local schools showed there was elevated lead levels in school water systems. The city of Flint acted on October 16. 2015 to switch back to Detroit water for local residents: anti-corrosion treatments can take as long as a year to lower the levels of lead in tap water. The mayor was voted out in November and the newly elected mayor declared a state of emergency on December 2. 2015. President Obama quickly declared the crisis a federal emergency. Emergency declarations are important because they bring in additional funds to help residents. Because of the declaration. on January 12. 2016 the National Guard began delivery of bottled water and water lters. The EPA led emergency orders demanding immediate action be taken and the Michigan Attorney General reviewed the case. ling criminal charges in April 2016 against many of those involved. During this time period, a massive study of water samples was undertaken with over 23,000 results submitted. The samples came in from September 2015 through June 2016. 1.)
